DeBlasio Vows to End "Epidemic" of Pedestrian Deaths

DeBlasio has joined pedestrian advocates in calling for more drivers who kill people to face criminal charges.  The lack of criminal accountability is at least partly the fault of the absence of legal standards and the absence of criminal investigations. In one recent case on the Upper West Side of Manhattan, a cabbie who ran down a 9-year-old child in a crosswalk drove away with a ticket for "failure to yield."
